China National Industrial Textiles Association (CNITA) has officially launched the Scientific Consensus on Toilet Wipes (2026), the first interdisciplinary and systematic industry guideline targeting the wet toilet paper category, with full support and in-depth compilation participation from Deyou.
Containing seven professional chapters and systematic industry data, the consensus comprehensively sorts out the product evolution, skin physiological characteristics, product definition, safety specifications, environmental performance, and standardized usage standards of wet toilet wipes. It effectively solves long-standing ambiguous cognition and industry disputes in the fast-growing hygiene segment.
The document officially corrects the most common misunderstanding: wet toilet paper is not traditional paper tissue, but professional toilet cleaning wipes based on nonwoven materials. Different from ordinary hand wipes and disinfecting wipes, formal wet toilet wipes feature three core attributes: nonwoven substrate, flushable & biodegradable performance, and dedicated post-toilet cleaning scenarios.
In terms of product safety, the consensus proposes scientific cleaning principles suitable for delicate perianal skin. It standardizes formula requirements with purified water as the main solvent, mild plant-based surfactants and skin-care ingredients, while explicitly avoiding irritating and high-risk additives. A weak-acid pH range of 4.5 to 6.5 is strongly recommended to fit human skin’s natural environment.
For environmental and flushable performance, the guideline confirms that qualified wet toilet wipes adopt degradable natural fiber materials and pass professional flushable tests. Meanwhile, it reminds users that flushable products require standardized use, with a limited quantity per flush to prevent pipeline blockage.
In addition, the consensus summarizes four authoritative purchasing indicators and provides targeted usage suggestions for sensitive groups including pregnant women, infants, the elderly and people with perianal discomfort.
The release of the 2026 scientific consensus marks the full maturity of China’s wet toilet paper industry. The whole sector will transform from price-oriented competition to standard-based, formula-driven and transparent high-quality competition, leading the standardized and upgraded development of the global flushable hygiene nonwoven industry.
